摘  要:人工智能已广泛应用于环境治理的各个层面,并给环境治理带来革命性的变革。人工智能对环境治理的影响主要表现在提升环境信息采集和处理能力、提供决策依据、加快传播知识和理念速率、提供精细化管理方案等方面。在提升政府环境治理能力的同时,人工智能技术也为政府环境治理带来了潜在的风险。这种风险一方面是来自人工智能自身的技术缺陷,另一方面则是来自人工智能对政府决策机制、信息传播机制和社会组织结构的深刻影响。未来为防范和规避人工智能在环境治理中的潜在风险,需要拓展环境信息平台的功能、完善多方主体参与环境治理机制、健全环境治理相关政策法规体系。Theartificial intelligence is driving revolutionary changes in environmental governance. The research on artificial intelligence and environmental governance focuses on three areas:first, the application of artificial intelligence as environmental management means, focusing on the possible application scenarios of artificial intelligence technology and the improvement of environmental governance effectiveness;second, the study of decision support system based on artificial intelligence technology and its application in environmental decision-making scenario;third, theanalysis and prediction of social change, ethical issues and political risks that artificial intelligence may bring.The impact of artificial intelligence on environmental governance is mainly reflected in improving the capabilities of environmental information collection and processing, providing moreevidence for environmental governance,accelerating the dissemination rate of environmental knowledge, and providing refined management solutions. Artificial intelligence technology also brings potential risks.In order to avoid the potential risks of artificial intelligence in environmental management, we should pay more attention to information platform, public participation and system construction.
